The RVCA administers Development Regulations (Conservation Authorities Act – Ontario Regulation 174/06 “Development, Interference with Wetlands and Alterations to Shorelines and Watercourses”) in areas subject to natural hazards (flooding, erosion, and unstable slopes) and in environmentally sensitive areas (wetlands, shorelines, and waterways). The RVCA also comments on Municipal Planning Applications (eg. minor variance, site plan control, etc.).

RVCA’s mapping indicates the entire property appears to be within the 1:100 year floodplain elevation of the Rideau River. The 1:100 year flood elevation means there is a 1% chance every year that the property will flood up to that elevation or exceed it. 

Due to the presence of the hazard noted above, the property is entirely within the RVCA’s Regulation Limit (aka. “regulated area”). The Regulation Limit is the area to which the Conservation Authority is required to review development and alteration applications under the Conservation Authorities Act (OReg. 174/06).


Development includes, but is not limited to proposed construction, reconstruction, decks, foundations, additions, auxiliary buildings, sewage systems, placing fill, regrading of any type, pools, culverts, water crossings, shoreline works, docks, etc.


An application under OReg 174/06 submitted to the RVCA office would be evaluated within the context of the policies found in the link above.

It is recommended to contact the City of Ottawa regarding information on zoning , lot coverage (and building permit requirements, etc.) for any property of interest.
